Mr. Christopher Malan

Executive Manager (Compliance and Prevention Division) at the Financial Intelligence Centre

Christopher Cyril Martin Malan is Executive Manager: Compliance and Prevention at the Financial Intelligence Centre (FIC) of South Africa and a member of the FIC executive management team, reporting to the Director of the FIC.

He is a senior financial regulator and AML/CFT/CPF specialist with more than 25 years’ experience in financial sector policy, legislative and supervisory frameworks, financial regulatory advice, and implementation of international standards, including the FATF Standards.

At the FIC, he is responsible for oversight and monitoring of national AML/CFT/CPF supervision and compliance under the Financial Intelligence Centre Act, 2001, including supervisory bodies, accountable institutions and affected persons.

Mr Malan was appointed co-chair of the FATF Evaluations and Compliance Group (ECG), effective 20 June 2026, for a two-year term, where he will guide the FATF ECG peer review discussion and the moderation of the extent of effectiveness contained in the mutual evaluation reports of assessed FATF member countries during the fifth round of FATF mutual evaluations.

His career includes being Chief Director Financial Regulation, at the South African National Treasury, which he joined in 1999, as Director Financial Regulation, and where he contributed to the development of South Africa’s AML/CFT policy and regulatory framework, the passage of the FIC Bill 2001 before Parliament, and the establishment of the country’s Financial Intelligence Unit. He has also served as a FATF financial sector assessor, contributing to the 2005 FATF Mutual Evaluation of Australia, and Mutual Evaluation of Finland in 2018.

Mr Malan holds BA, LLB and LLM degrees, and a Postgraduate Diploma in Tax Law from the University of Cape Town, a Postgraduate Diploma in Economic Principles from SOAS, University of London, and has completed the Program on the Global Financial System: Structure, Crisis, and Reform, at Harvard University’s JFK School of Government.

He is a former attorney with right of appearance in the High Court of South Africa and has been a Certified Anti-Money Laundering Specialist since 2013.
